John M. Holehan, Principal

John Holehan has devoted his entire professional career to public service in the field of municipal planning, community and economic development. His nearly forty years of experience encompass a broad range of planning initiatives for local governments, both in the U.S. and abroad.

The greater part of Mr. Holehan's professional career, spanning twenty years, was with the City of Troy's Department of Planning and Community Development, where he served as Commissioner from 1985 to 1991. Mr. Holehan developed and supervised the accomplishment of numerous planning projects involving waterfront revitalization, housing and infrastructure development, and was primary author of all of the major planning studies including revisions to the City's Zoning Ordinance, development of the Recreation/Open Space Plan and Coastal Zone Management Plan. His public sector experience enables him to understand the setting in which municipal planning is implemented.

Since becoming a principal in EastWest Planning & Development in 1991 and River Street Planning & Development in 1997, Mr. Holehan has been involved in the development of comprehensive feasibility studies related to a wide range of commercial, industrial, and housing development activities. He coordinates the firm's substantial practice in economic development including the procurement of financing for community economic development projects, commercial market analysis and marketing and administration of community based job creation programs. He provides credit analysis, loan underwriting and loan portfolio management services for a number of client communities in the Capital Region. With respect to comprehensive planning, Mr. Holehan provides detailed tax base, build-out and cost of services analysis for our client communities and evaluates the market conditions that impact local economic development efforts.

He has assisted many communities and not-for-profit organizations in securing public and private funding for various projects. He is highly knowledgeable regarding the administration and management of CDBG-funded economic development activities and possesses considerable knowledge and skill in the areas of statistical analysis, municipal budgeting, and financial analysis. Mr. Holehan has an A.A.S. degree in Civil Technology from Mohawk Valley Community College in Utica, NY and a Bachelor of Science degree in Urban Planning/Community and Human Services from Empire State College.
